Two lighters can look identical and sit in different regulatory worlds. What decides it is whether fuel is inside.
The postal instruction, in its own words
Publication 52 gives lighters a dedicated packaging instruction, and it starts by naming which hazard class applies to which fuel.
The approval is not a formality. The instruction requires the lighter design to be certified by a testing agency authorized by the DOT, an approval number in the form LAA to have been issued, and a written request filed with the postal Pricing and Classification Service Center by the vendor seeking it. At the first mailing from each facility, the mailer must hand over a legible photocopy of the approval letter.
Lighter, refill, or empty shell
The category splits three ways once fuel enters the picture. FedEx lists lighters among its own examples of dangerous goods, on guidance read 2026-07-28, so the seriousness attached to them outside the mail matches the postal treatment inside it.

That last row is where honest description earns its keep. A drained vintage lighter carries no flammable content, but our restricted items policy names lighters without qualification, so the safest reading is that the category is closed at our checkout and a dry collector piece is a conversation with support rather than a rate you should expect.
What a small dense parcel costs instead
Most lighter questions come from sellers moving small collectibles. Here is what that shape of parcel prices at on the lane we use for every reference number on the site.

Ashtrays, cases, tins, flints and windproof shells with nothing inside them all fit that profile and quote without a hazard flag. The moment fuel is in the box, none of these rows apply.
Why fuel and altitude never mix
A cargo hold loses pressure as it climbs, and a pressurised or volatile container responds by leaking or venting. That physics is the reason surface transport keeps appearing in the postal text while air transport never does.
The approval number belongs to the design
An LAA number is issued for a certified lighter design, not for a shipper, which is why the approval route runs through vendors and manufacturers. A private seller with one lighter has no path into that system.
Aerosols are the near neighbour
Spray cans share the flammable gas problem and do have a workable ground route as limited quantity shipments, which our aerosol guide prices out. Lighters do not reach that lane because of the approval requirement.
Lighter shipping questions
Can I put a lighter in the mail?
Only with prior written approval. Publication 52 instruction 3C permits a lighter containing flammable liquid or flammable gas in domestic mail via surface transportation only, with a DOT-certified design and an issued approval number behind it.
Are butane refill canisters mailable?
Section 342.22 lists butane as mailable by surface transportation as a limited quantity material, under the quantity and packaging conditions in that chapter. International mail is closed to it, and our checkout declines it.
Can a lighter go by air?
No. The instruction limits approved lighters to surface transport and requires Surface Only or Surface Mail Only on the address side of the package, with the word Lighters or Lighter Refills and the approval number beside it.
Will SMKlog sell a label for a lighter?
No. Lighters appear on our prohibited list, so the quote screen returns a refusal. Empty accessories such as cases, tins and ashtrays are ordinary parcels and price normally.
