Controlled substances: two registered parties or nothing
Section 453 of Publication 52 is unusually blunt, and it starts by tying postal mailability to federal drug law.
The conditions that follow require both the mailer and the addressee to be registered with the Drug Enforcement Administration or exempt from registration, such as law enforcement personnel acting in their duties. Registered pharmacies, practitioners and manufacturers may send prescription medicines containing mailable narcotic drugs, and approved mail-back collection programs run under their own section.
That sentence appears in the manual exactly as printed, stray article and all, and its substance is what matters. A friend forwarding a prescription bottle to another friend is not an authorized dispenser, and no service upgrade turns them into one.

Vitamins and supplements land in the same declined bucket. They are not controlled substances, but they are regulated health products whose labeling and destination rules vary, and our restrictions policy names them alongside medicine for that reason.
What a one-pound box costs when the contents are ordinary

Mail-back programs are a real exception
Publication 52 runs a separate section for authorized collectors who accept unused medication back for destruction, with registration numbers and package standards attached. Those envelopes come from the program that operates them, not from a rate calculator.
Poisons carry a second layer
Section 453.33 limits poisonous drugs and medicines to shipments from manufacturers or dealers to licensed professionals, and pushes certain ones into the toxic substances chapter with its own packaging rules. Household chemistry sold as medicine belongs in that conversation as well.
Say what is in the box
A shipment described as toiletries that turns out to hold prescription bottles is misdeclared, and misdeclared parcels lose carrier liability the moment the description fails. A blocked quote is the cheapest outcome available in this category.
Mailing medicine: questions
Can I mail prescription pills to a family member?
Not lawfully. Publication 52 section 453.32 restricts mailing nonnarcotic prescription medication to pharmacists, medical practitioners and other authorized dispensers sending to patients under their care, and controlled substances require DEA registration or exemption at both ends.
Who is allowed to mail controlled substances?
