Only a licensed shipper can send
Va. Code § 4.1-209.1 creates a Wine and Beer Shipper's License and gives it a narrow scope: the holder may ship “not more than two cases of wine per month nor more than two cases of beer per month to any person in Virginia.” Wineries, farm wineries, breweries and both in-state and out-of-state authorized retailers may apply. There is no consumer-to-consumer path in Virginia and no general-purpose alcohol shipping license for private senders.

The cap is per recipient, not per shipper. Multiple licensed shippers sending to the same address share the ceiling, so an order that puts a customer over 24 bottles in a calendar month has to be declined or held until the following month even if it is under the shipper's own book.
Carrier and package requirements
The statute requires direct shipment “by approved common carrier only,” demonstrated recipient age of at least 21, and an acknowledgement of receipt. In practice this means FedEx or UPS on their contract alcohol programs; USPS refuses beverage alcohol from any shipper. Both carriers verify age against a government-issued photo ID before releasing the parcel.
Virginia ABC regulations require a “conspicuous notice in 16-point type or larger” on the outside of the container reading:
That warning drives the carrier's adult-signature label at pickup. Print it on the outside of the outer carton, not inside a folded seal — the sortation belt reads the top face of the box, and a label buried under packing tape is treated as absent.
Tax and reporting live with the shipper
Excise tax
Each shipment counts as a Virginia sale and carries the wine or beer excise tax owed to the Virginia Alcoholic Beverage Control Authority, filed monthly.
Sales tax
State sales tax and any applicable local sales tax also apply to the sale price and are remitted to the Virginia Department of Taxation on the shipper's usual filing schedule.
Fulfillment channels
The statute permits a licensed shipper to use an approved fulfillment warehouse and to accept orders through an agricultural cooperative marketing portal. Both structures leave the tax and reporting duty with the license holder, not the intermediary.
If you are not a licensed shipper
The legal path for an unlicensed sender who wants to get wine to a Virginia recipient is to buy from a licensed producer or retailer that already holds the Wine and Beer Shipper's License and ships as a gift on the customer's behalf. Many Virginia wineries and reciprocal-state wineries handle this on their own websites; several third-party wine-shop services build the entire licensed shipment for a customer for a handling charge.
If the parcel is non-alcohol accessories — glassware, decanters, bar tools, non-alcoholic wines with no beverage alcohol — quote the box with the calculator and ship it as any other parcel. The alcohol statute only reaches products classified as beverage alcohol.
