Where the statute stands
The relevant statutory anchor is 4 Del. C. Section 702: no sale and delivery of alcoholic liquor shall be made in this State unless by a manufacturer or other person who holds a license. Direct shipping to a consumer would require the shipper to hold a Delaware license permitting that sale channel, and the state does not currently issue one.
Wine Institute and the National Association of Wine Retailers list Delaware among the small remaining group of states with no direct-to-consumer wine permit for out-of-state wineries or for out-of-state retailers. Why the box is refused before it lands
Carrier rules on top of state law
FedEx's alcohol shipping page, read 2026-08-11, states that only licensed shippers under a FedEx Alcohol Shipping Agreement may tender wine and that consumer-bound shipments are limited to states listed in the FedEx Direct-to-Consumer Wine Shipping State Reference Guide. Delaware is not on that list. UPS uses the same architecture and reaches the same result.
USPS is not an option either
USPS is prohibited by federal law from carrying beer, wine and liquor as mailable matter. The Postal Service does not offer a wine service to any state, and Delaware is not the exception that changes that.
Retailer platforms filter the checkout
Online wine retailers block a Delaware ship-to address at checkout as a policy matter. When a workaround succeeds, the parcel is held or returned at the border once discovered.
Legal ways to get wine to Delaware
Because the direct-ship channel is closed, the three lawful options are all in-state or in-person.

Legislation to open a Delaware direct-shipping channel has been introduced repeatedly and has not passed. Anyone counting on a change should confirm the state's current position rather than a projected one.
A note on why SMKlog does not price this
Our calculator does not price alcohol shipments because the parcel carriers we route to do not accept alcohol from consumers, and because in Delaware the underlying sale channel is not open in the first place. A wine club membership or a winery's own compliance team is the right operator for a Delaware residence; this site is not.

Common questions
Can I ship wine to Delaware?

What about USPS?
