The eligibility rule, stated plainly
USPS publishes exactly which classes an extra service can be added to, and Certified Mail's list is short. Read it once and the question of a "certified overnight" combination answers itself.
Exhibit 1.4.1 of Domestic Mail Manual 503 is the table that decides this: it lists the mail classes each extra service may be added to, and Certified Mail's row covers Priority Mail, First-Class Mail and USPS Ground Advantage. Read at pe.usps.com on 2026-08-30.
Priority Mail Express does not appear in that list, and there is no separate rule anywhere in the extra-services fee schedule that adds it back in. A shipper who wants both an overnight commitment and Certified Mail's mailing record is asking for a product USPS has never built, not a product priced high. The nearest real thing is Certified Mail riding on ordinary Priority Mail, which is fast but not overnight.
Pricing the fastest combination that exists
Certified Mail costs a flat 5.55 USD per item, in addition to postage, under USPS Notice 123 effective July 12, 2026. Add it to the two eligible classes people actually reach for when speed matters, and the real totals look like this.

Priority Mail on a Flat Rate Envelope is the fastest legitimate way to buy Certified Mail: 18.45 USD total, a 2-3 day window, and a mailing record that Express would never sell alongside it in the first place. Ground Advantage undercuts it on price and gives up the speed; a bare First-Class letter with Certified is the cheapest version of the pairing but rides USPS's slowest transit range at 1-5 days. Add an electronic Return Receipt to any of these for 2.91 USD more, or the hard-copy green card for 4.65 USD, if the mailing record needs to name the specific person who signed for it.
The real need is usually Priority Mail Express alone
Almost everyone asking this question wants two things at once: a fast, dated delivery and proof that it happened. Certified Mail was never going to supply the first half, but Priority Mail Express already supplies both halves on its own.
usps.com describes Priority Mail Express as 1–3 day delivery service by 6 PM, backed by a refund of the postage if the shipment misses the date printed on the receipt, with refund requests due within 30 days of mailing. Read 2026-08-30.
The same page states that the price includes a proof-of-delivery signature record when requested at the time of purchase. Put together, that is a next-day-class delivery window with a refund remedy attached if it misses, plus a signature on file if the sender asks for one at checkout — the exact combination a shipper reaching for "certified overnight" is usually trying to assemble out of two separate products. Buying Express and requesting the signature option covers the need directly, without trying to bolt Certified Mail onto a class that does not accept it.
