What USPS actually supplies
The Postal Store lists the following poly items as free supplies and delivers them with regular mail in seven to ten days. Everything on this list is Priority Mail packaging; there is no generic entry.

The rule USPS attaches to every one of them is on the packages help page: “If you use a Priority Mail box, you have to pay for Priority Mail service.” The envelopes work the same way. The moment the parcel goes on the scale for Ground Advantage, a branded film is not a valid outer packaging.
The plain poly mailer, and where it comes from
A plain shipping poly mailer is the 2-mil white bag that clothing and marketplace parcels ride in. It carries no carrier branding, no service commitment and no restriction; it works on any weight-based service. USPS does not stock one, and never has.
Packaging suppliers
Uline, ValueMailers and PackagingSupplies all sell the standard #4 and #5 sizes in packs of 100 and cases of 500. Sub-$0.10 per mailer is the going rate at case volumes for a plain white 2-mil bag.
Warehouse retailers
Costco, Sam's Club and BJ's stock house-brand mailers in mid-size packs suitable for a small seller. Prices sit above the packaging suppliers per unit but the pack sizes are more reasonable for low volume.
Marketplaces
Amazon and Walmart resell the same generic bags from a dozen brands. Buy in packs of 100 or more; single packs of 25 run twice the per-mailer price.
A patterned or coloured mailer costs slightly more and does the same job. The colour, weight and print do not change the postage; only the parcel's own weight and cube do.
Why the distinction matters at the label window
Choosing the branded envelope commits the parcel to a specific service and its price, whatever the scale shows. A t-shirt going a short zone in a Priority Mail poly envelope pays the Priority Mail rate for that weight, when the same shirt in a plain mailer would clear USPS Ground Advantage a few dollars lower. The other direction matters too. A shipper who bought Priority Mail Flat Rate padded envelopes at no cost has to send them at the flat rate; there is no cheaper label that will print for that envelope. The catalog listing spells it out: “Priority Mail Flat Rate shipping supplies may only be used to ship via Priority Mail Flat Rate.”

Does USPS sell poly mailers?
USPS gives away branded Priority Mail poly envelopes at no cost, but does not sell a plain generic poly mailer. The Postal Store lists Priority Mail Tyvek and MILI-PAC envelopes as free supplies; anything called a poly mailer at retail has to be bought elsewhere.
Can I use a Priority Mail poly envelope for Ground Advantage?
No. USPS states that if you use a Priority Mail box or envelope, you have to pay for Priority Mail service. A slow, light parcel needs a plain unbranded mailer instead.
Where do most senders buy plain poly mailers?
