The two remedies do not overlap. Which one applies flips the moment the estimated delivery date passes.
Before the estimated delivery date: ask for a cancellation
While an order still shows as unshipped, eBay's cancellation help page, checked 2026-08-25, gives the buyer a direct request rather than a dispute. Open Purchase history, find the order, use the More actions menu, and select Cancel this order.
| Step | What eBay's page says |
|---|---|
| Who can request it | Only while the order has not shipped yet — the cancellation option disappears once a label is scanned. |
| Seller's response window | 3 calendar days to accept or decline the request. |
| If the seller declines | Wait for the item, then use a return request instead once it arrives. |
| If the seller does nothing | The page names no outcome for silence. Treat it as a decline in practice and wait out the estimated delivery date, then switch to the item-not-received track. |
A seller is never required to accept a cancellation, and eBay does not cancel an order on a buyer's say-so alone. That is precisely why the second path exists.
After the delivery date: item not received
eBay's item-hasn't-arrived help page, checked 2026-08-25, is explicit about who to contact first: “The seller is the best person to help if the delivery date has passed and your item hasn't arrived.” The same page states most sellers respond within 3 business days.
Message the seller first
A message through the order gives the seller a chance to explain a delay, ship late, or offer a resolution before eBay gets involved at all.
Ask eBay to step in
eBay's page states that once the seller hasn't responded or resolved it after 3 business days, the buyer can ask eBay to step in, with up to 21 business days from opening the original request to do so.
Watch the 30-day clock
The same page sets the Money Back Guarantee eligibility window at 30 calendar days after the delivery date to report the item as not received. Missing that window risks the protection outright, regardless of how the seller behaved.
Refunds through this path are typically processed within 3-5 business days once eBay resolves the case, per the same help page. That is separate from, and faster than, the 21-business-day ceiling on how long a buyer can wait before escalating in the first place.
What this does not cover
A slow carrier is a different problem from a seller who never shipped at all. Once tracking shows a carrier scan, the parcel is out of the seller's hands and the delay sits with USPS, UPS or FedEx instead; our page on eBay's handling-time rule covers the seller-side deadline that decides whether a scan happened in time to begin with. If you are the one selling and want to avoid landing on the other end of this page, quoting the real box before you promise a ship date keeps handling time from becoming the excuse a buyer has to chase.
Where these rules come from
- eBay, How buyers can cancel an order — the cancellation steps and the 3-calendar-day seller response window. Checked 2026-08-25.
- eBay, Get help with an item that hasn't arrived — the seller-contact step, the 3-business-day and 21-business-day windows, and the 30-calendar-day Money Back Guarantee deadline. Checked 2026-08-25.
eBay revises its policy timelines without notice. Treat the windows above as what those pages stated on the date shown and check the live help page before relying on a specific deadline.
Common questions
What can I do if an eBay seller hasn't shipped my item?
Before the estimated delivery date, ask the seller to cancel. eBay's cancellation help page, checked 2026-08-25, has buyers open Purchase history, use More actions, and select Cancel this order; the option only appears while the seller has not yet shipped. After the estimated delivery date passes with nothing shipped, switch to an item-not-received request instead.
How long does the seller have to respond to a cancellation request?
Three calendar days. eBay's cancellation page states the seller has that window to accept or decline; a seller is never required to agree, and eBay does not cancel the order on the buyer's behalf.
The seller ignored the cancellation request. What now?
Wait out the estimated delivery date, then open an item-not-received request. eBay's item-hasn't-arrived help page, checked 2026-08-25, says the seller is the best first contact once that date has passed, and most sellers respond within three business days of being asked.
When can eBay step in directly?
After giving the seller three business days to respond or resolve it. eBay's page states buyers can then ask eBay to step in, with up to 21 business days from when the original request was opened to do so.
Is there a deadline to report the item as not received?
Yes, 30 calendar days after the delivery date, per eBay's Money Back Guarantee eligibility rule stated on the same page. Reporting later than that risks losing buyer protection on the purchase entirely.
