The food ban is the first thing to check
Croatia's prohibitions lead with an animal-health measure that catches a common kind of care package, and it is worded broadly.
The listing states that the Croatian government has instituted a temporary ban against the importation of all meat, milk and dairy products derived from cows, goats, sheep, pigs, hogs or other animal species susceptible to foot and mouth disease. Read literally that reaches cured meats, hard and soft cheeses, butter and milk-based mixes, which is most of what a person would think to send in a food parcel. The measure is described as temporary, but it has been standing long enough to treat as the current rule rather than a passing note, so a food box to Croatia is worth building around shelf-stable, non-animal contents.
For the express product the listing adds a valuables prohibition: coins, banknotes, currency notes, securities of any kind payable to bearer, traveler's checks, platinum, gold and silver, precious stones, jewelry, watches and other valuable articles are prohibited on Priority Mail Express International. Those items do not ride the fast product to Croatia.
A shorter box than the neighbors
USPS applies one of two size envelopes to each destination, and Croatia gets the smaller one. That is easy to miss when a nearby country takes a longer box on the same product.

The 42-inch longest side is the one to plan around. A poster tube, a curtain rod or a long light fixture that would clear the 60-inch limit for a country like Portugal is over the line for Croatia and has to be quoted as freight instead. The flat rate boxes are capped at 20 pounds for Croatia, or the country limit if lower.
"No list furnished," and what that means
Croatia's restrictions section carries the phrase "No list furnished," which is the listing's way of saying the country has not supplied USPS with a separate roster of goods admitted only under condition. That is not permission to send anything. The prohibitions above still apply, and so does the European Union's customs regime, so the absence of a restrictions list mostly means there is no middle category of conditionally admitted goods to navigate on this lane.
Since July 1, 2021 the bloc has charged value-added tax on imported parcels of every value, the small-consignment exemption having ended that day, so a Croatian recipient can be billed a modest amount on delivery even for a low-value item.
